This article is very interesting because it challenges the assumptions of those who hope and believe that African countries can achieve the Millennium Development Goals. In his very concise analysis, Elisio Macamo explains that we should not worry about the MDGs, because it is impossible for Africa to achieve them. This, the author argues, is not a technical issue, but a political and philosophical one – the result of the transformation, by the ‘international bureaucracy’ (comprising the United Nations as well as a number of other institutions), of development into a discourse of "self-perpetuation". This bureaucracy has continued to expand the scope of its activities, despite the fact that this results in the degeneration of the domestic political systems of developing countries.

Poverty Incidence and MDG progress in Tanzania - Author’s calculation based on data from Tanzania’s Household Budget Survey, 1991/92; 2000/2001 and 2007

 

Implementing MDGs need relevant policies and plans at national level that are aligned with the vision and mission of MDGs. This study focuses on this core issue by detailing the extent to which Tanzania has been formulating, implementing, monitoring and evaluating MDGs-consistent poverty reduction or national development plans. This article is worth reading for those interested in assessing/understanding the extent to which countries have been formulating their development plans in line with the spirit of MDGs.
